I did ask about this topic and the answer was that it shouldnt be too easy to get a high refine level.
It sounds reasonable from the eyes of the game producer because more PP will be spent on this.
For the player its really hard to understand why he pays 100 PP to decrease the refine lvl. And even a rich player wont ever get a refine 15 equipment. I guess to compensate the failure rate you need about 10k PPs for one equip. But hey, no one is forced to refine ^^

it is true that byakuga said. 10 k more PP is very doubtful that I spent all this for NorthStar GVHD his sword with 15 refinery .... also becomes more difficult for people who are not rich and you want a good in refining equipment   ....

I think the problem is not the failing of the refining but the price of the refine. Instead of changing the refining system they should just lower the price of peace emblems and other PP items. I feel the PP shop is currently too overpriced and it allows for a lot of inflation on player trade prices. If prices weren't so high in the PP shop more people might be enticed to buy from the website instead of trying to trade in game for PP.

Yes, a 100pp Peace Emblem should guarantee at the very least that the level doesn't go down.

They really should just sell PP irons that have 100% success (but very expensive, of course).

Yea. On the main website where the refining system is introduced it says that refine irons were going to be purchasable from the PP shop. Wonder what happened to that
