You can go to Autumn City, the capital of Chi State to pay a visit to the District Magistrate after you reach level 10 by using the Posthouse in West Sun City.

Find District Magistrate in the Government Mansion of Autumn City. He will tell you the whole story about what happened in the Sun City. Then he will tell you that you need to talk to the Citizenship Officer beside him to join Chi State.

So you turned to the Citizenship Officer(291,183) by the square of the Government Mansion of Autumn City. He will tell you that you should kill the Chi Army Traitor (85,73) who is in the northeast of Autumn City. So you need to go and kill the traitor. Walk through the east gate of Autumn City and you can find the Chi Army Traitor easily. Do be careful of the mobs around you, because they are from level 13 to level 16. If you can find someone to team, this mission would be much easier then.

After you kill the Chi Army Traitor, come back to the Citizenship Officer and report to him. Then you will become a citizen of Chi. So now you can make strenuous efforts to realize your dream. And you can start to do the main quests of Chi State too.
