Some one told me talk to metaphy in Koni i tried talking to him but he just acts dumb and dosent teleport me there
is there some pre requisite i need to do b4 i can enter?

he will send u there only if u accept the quest Visit Metaphy.

Condition: Reach level 42 and finish the quest called "Visit Officer Putnam"  
Aim: Gain the recommendation of Metaphy.  
Description Office Putnam suggests that you visit Metaphy and gain his recommendation.  
Course After finishing the quest called "Visit Officer Putnam", visit Metaphy (223,184). Help Metaphyw get the Ice Toad Essential Pill, the Hellhound Essential Pill and the Iced Hellhound Essential Pill. Then you will gain the recommendation of Metaphy.
Hint   
Award 40000 EXP,18 Reputation points, material to make a piece of equipment suit

I remember u have to finish all the primary state quests and then continue with the quests in sun city. There will be a quest that tell u to go to Ice Cave collect  items. To get in Ice Cave, talk to a NPC in Koni (must have that quest otherwise you cannot get in).
