Just hit "M" in game and there's your map. To determine how you get from each town to the other all you need to do is follow the roads on the world map.

Ex. You'll notice to get to South Pane you need to go to Spring City > Peece > Woo County > South Pane. All are connected by roads on the world map. It's as easy as it can get.

I hope this is what you meant about state maps.
