Learning a new skill

is this quest glitched? because on my level 10 wizard i cant learn elemental force when i talk to the skill traininer in pheonix village. i also made a new character to try but it still wont work. can someone please help me?

Do you have enough money?

Also make sure you're clicking on the picture of the spell and then click on the wording to learn it.

You won't be able to learn Elemental Force until you have followed the quest path. Basically once teacher tells you to talk to everyone then to talk to The Elder he will tell you to talk to Mr. Everbright. Mr. Everbright will ask you to go to the skill trainer to learn Elemental Force. If you skipped these steps you won't be able to learn the skill.
