Runtime Error! Please Help!

Everytime I double-click on the Phoenix Dynasty Online Icon it says:
Microsoft Visual C++ Runtime Library
Runtime Error
Program: C:\PROGRAM FILES\PHOENIX DYNASYTY ONLINE\PLAY.EXE
This application has requested the Runtime to terminate it in an unusual way.

I've got a Windows 98 is that the problem? Someone Please Help!

Is the error an abnormal program termination, page fault, memory terminated, system freeze....ext?

Uninstall the game completely and remove it from your system then downloading a new one (old one might have been corrupted) and try again.
