My quest still shows unfinished

I have a quest from level 10 that shows unfinished since I was lvl 10. I even finished this quest (I think?!). It doesn't really bother my gameplay, it is just annoying when I am checking my quest log

I attached some screenies. And if I haven't finished it I am unable to do it, as shown below... as far as I know it was always like this.

I tested that and I myself cannot finish it.I add it into our bug list and hope to solve it ASAP.
