I have a feeling that this suggestion is going to come with some good and bad Comments...
But heres what I have to say.

I feel that we need rules governing the way that PDO is policed and in a writen form so that when people dont follow the rules that we have some point of reference for those players to look at.
This should include and not be limited to the following areas.

1. World Chat, in reguards to language (as in what language is allowed), spamming, and profanity.
2. Accounts such as Account Sharing and Account Trading (AKA Account Selling Between Players or Account Give up to other people)
3. Rules against [***]ual harrassment of players and code of conduct for the now ever increasing minors that are joining the game and thus the problems that could be started by unwanted elements entering the game/
4. Bots and Doing anything like selling gold, pps, items and such for Real Life Money other than what is sold at the official game site.
5. General Rules followed by most online games as far as payments for the special items that are sold by the said game.

Now I feel that this should be looked into and writen up to follow strict guidelines so that people know what kind of rules there are and what kind of repercussions that will be laid down to the offenders so that we can have something for the moderators to follow and enforce without being told I Didnt see that in any rules, which does undermind there position in the game and there ability to uphold the generly followed but not posted rules for PDO.

Like I said I might get some good remarks and some bad so I just thought that since no one has even thought about this until now that its time that there was something official.

I agree dev that formal rules should be written up.

Rules do need to be defined in-game and on the forums here.  I think the GM's should develop them since they are a neutral party and don't have any particular incentives to make certain rules.

Well (here I go ) there are very detailed rules in the END USER AGREEMENT you first deal with before even starting the game. Let's break it down shall we .

Now the only thing I really push is people spamming and using CAPS on everything. The language thing, from my point of view, is a bit more difficult to moderate. I know this is an English based game but how do you tell someone to not speak their born language? Especially if this game grows to outside the US, like it has. If people get out of hand I'll ask them to move and overall they don't give me a problem with it, hell 99% of the people don't have a problem once I speak with 'em, there are a few who say "what are you gonna do about it" and all I can say is "see ya in the screenies."

End user agreements are wrong in so many ways, you have to agree to play(theres no disagreements with a contract). So everyone who wants to play is going to hit agree regardless and most likely will not read it, because it doesn't matter what is said, you could write this game will steal your soul and the company would get away with it 90percent of the time.

Create Rules and people will read them, have a huge 100page essay blocking your entrance into playing when you download a game and most likely they won't.

I didn't read it cause most likely no matter what it says I'm still going to be ok in the game, been playing MMO's for 12years at least and haven't had a problem to date.

Well, to be honest, these rules are ment to be read. If you don´t do so and you get busted for not following them, this will be your fault and not the companys...

I still think it is a good idea to define at least the main rules somewhere on the forums and in-game.  That way, if someone was doing an action against the rules, a player could point them to the "Rules" Tab for example and suggest them to cease what they are doing.  Referring to sections and subsections in an End User Agreement is tedious.  

Of course, if you have rules, there needs to a group of individuals to enforce them.  The GM's just aren't around and probably are too busy to do this.  From my experience, I haven't seen global chat moderation at all.  The lack of rule enforcement is a problem that needs to be addressed in my opinion.
