They will still. Just that if they do fail and don't disappear, they will have different refining tiers that they will fall back to at most. If you get past the 4th refine, and say are on your 7th refine... You have a Peace Emblem, thus the item doesn't disappear when the refine fails. But, since it failed, it will fall (at most) to the closest tier, which begins at the 4th refine.

When I thought about it, it makes sense that items will still go poof, since most people have already invested hundreds of PPs on Peace Emblems. It wouldn't really be fair if they item disappearing was removed.
