Well I personally think a criminal should not have a save spot. If you get out everywhere you can get pk'd, if a criminal comes to a city he can't pk you there, so you're save as non-criminal, but a criminal should be allowed to kill everywhere.. and if you're killed you drop stuff.. that should let players think twince before they pk and move to a city afterwards.
Just compare it to real life.. i know it's a game but just hypothetical.
In real life someone murders another person. If the murderer goes to a city and the police sees him, does the police say.. oh wait he's in the city he's save here, we can't arrest him here? If you take that and move it to the game it's just the same.. as criminal you can pk'd everywhere outside cities but inside cities you can get killed and can't defend yourself, cause others are save from being pk'd in cities.. why should a criminal have a save spot? Non-criminals should have a save spot and that's just the way it is right now^^
If you're criminial put all your non-bound stuff to your warehouse and use stuff you got as rewards from quests.. equipment-bound staff, robe and so on, so you can't drop that. But you should put your worthy stuff into your warehouse before you're a criminal, could be tricky reaching a warehouse while everyone can kill you in a city^^
