I noticed that gems can only be bought using Tongbao(Cash) from Alchemist.

Is there anyway in game we can get those gems from Cash items?

Or non-cash buyers can only buy those 2 gems?

You can also find gems as drops from monsters.  If you remember you received a gem for completing one of the later newbie quests in Dongran.  I have been able to twice find that same gem as drops from level 13 mobs.  However yes, the only ones you can buy from NPC's for gold are the same 2 always.

So all those gems from the tongbao merchant are droppable in game.

That I do not know.  The Coral Creation Gem, at the very least, can be found as a drop.
