You will need to create the items yourself by making them through a NPC or your living skill.

To create a level 11 bow you will need to collect 6 pieces of material that state "weaponsmithing" on the material. Once collected you will then need to make a weapon for assassins.

As for the boot's I am not too sure exactly. I am sorry I cant be anymore help at the moment. =)

Easiest is: Go to Xianyang with the posthouse, and collect 4 Lizard claws (put in 2 other weapon mats) and create an Assasin Bow.
Collect 3 Kongwei Wings and create "Wizard Shoes" which will be your earthen shoes.
